The Montgomery County Planning Department of the Maryland-National Capital Park and Planning Commission (M-NCPPC) was undertaking a new GIS Strategic Planning. Their efforts were to guide five (5) agencies which comprise of The Montgomery County Interagency Technology Policy Coordination Committee (ITPCC) on enhancing GIS resources and availability to better support the needs of agency staff as well as the public. The initial GIS Strategic Planning was developed in 1996, which defined application and database development priorities and data maintenance strategies. Since the completion of the five individual Agency plans, and the Montgomery County Strategic Plan, there have been many significant changes and opportunities in the GIS field. As well as changes in business requirements and user’s needs, which impact the demands for the GIS data and resources required for keeping the data up to date. Therefore, an updated GIS Strategic Plan is required by the ITPCC to address these changes. KCI Technologies and TechGlobal consultant team was selected by the M-NCPPC to undertake the efforts for this project. The team had just completed GIS Strategic Plan, Phase I of the project. Phase II of the project will focus on the implementation of enterprise GIS portal for data sharing among County's Departments, agencies, participating municipalities, and WSSC.

District Government had many discrete applications, databases, and systems for managing property and business licensing related services. To eliminate information redundancy, increase work efficiency and improve customer satisfactions, DCRA selected Accela Automation as COTS software. COTS software also facilitated the integration of the agency’s building permits, inspections, zoning, licensing, weigh and measure, violations and code enforcements business processes and functions. TechGlobal consultants have been working with Accela team to implement an enterprise wide system at DCRA. In which to streamline business process, integrate all property related service, applications and databases. Also, increase effective communications and data sharing among agencies within the DCRA and to provide fast responses to the public and customer requests.

TechGlobal’s team had also worked with Accela on customizing Accela Automation software for Alcoholic Beverage licensing for the Alcoholic Beverage Regulation Administration (ABRA) of the DC Government. The system is currently in operation to handles the agency’s daily business transactions for approval and renew alcohol licenses.

Prince George's County Planning Department had multiple GIS enabled applications such as Land Development Activity Monitoring System, Permit Tracking System, Historic Property Tracking System, Community Development System, etc. The applications were integrated with GIS and the Document Management System. Planning Department selected TechGlobal, Inc. through competitive bid process to conduct application and system migration from VB6 environment to Microsoft .NET environment. The project also includes migration of Document Management System from FileNet Panagon (UNIX environment) to Image Server 4.1 (Windows environment). Many applications used in Planning Department were developed in 1999. With the changes in technologies over the past 8 to 9 years, Planning Department recognizes obsolete technologies will no longer meet the business requirements for land development and regulation. Through the competitive bid process, the Planning Department selected TechGlobal, Inc. to carry on the project assignments. TechGlobal technical staff is onsite to re-design and re-develop the application systems in Microsoft Visual Studio 2005 using VB.NET and Oracle 10g. TechGlobal technical team designed and developed .NET common framework and reusable object components and integrated all applications under the same framework.

The Montgomery County Planning Department of the Maryland-National Capital Park and Planning Commission (MNCPPC) is responsible for maintaining and updating Montgomery County GIS base maps, which includes orthoimagery, planimetric, and topographic datasets. The datasets are stored and maintained in ArcSDE 9.2 and it is accessible by the County Departments and Municipality users through the County’s Intranet connections. Montgomery County Planning Department issued RFP solicitation and contractors for the Countywide GIS base mapping which updated efforts. Sanborn and TechGlobal team was selected by the M-NCPPC to undertake the base mapping updates efforts. TechGlobal team is responsible for conducting data quality assurance for the data delivered by Sanborn. We developed a standard data quality assurance procedure procesure to ensure data delivered meet County's data standard and accuracy.
The Property Web Services (PWS) is a service-oriented integration infrastructure that supports information sharing as well as combines business processes across property service related systems within the District of Columbia. It provides a centrally managed set of authoritative web services for accessing common property data in an enterprise scalable manner. PWS integrates District systems as “participants” of PWS, in which each system can operate in the role of “Producer” and/or “Consumer” of property related information and business functions.
Property related information is one of core dataset being used across many Government agencies within the District. PWS aims to eliminate the need to redundantly and inconsistently store property information across multiple systems. PWS is a single point of access to all common property information. PWS provides a single point of access to several producer systems, or Authoritative Data Sources (ADS). TechGlobal consultant designed data architecture and XML schema of the PWS and developed data query services using Enterprise Service Bus (ESB) to query source data in Oracle, SQL Server, MySQL, and Access databases.
